The Lutheran World Federation Nepal is seeking to recruit suitable candidates for the following two positions described below. Both positions are for the South and South East Asia Regional Emergency Hub
based in its Kathmandu Office.
Emergency Operations/Program Manager
The Emergency Operations/Program Manager is responsible for ensuring LWF/DWS emergency response capacity in the region by providing training, planning and assisting in setting up DWS emergency projects in a timely and professional manner. The Emergency Operations/Program Manager shall be responsible to the Regional Emergency Team Leader. His/her duties and responsibilities shall include the following:
During an emergency deployment assist the LWF/DWS Regional Emergency Team Leader in setting up emergency projects in any country of South and South-East Asia during crisis phases,
To ensure that the Regional Emergency Hub based at Kathmandu is able to respond to sudden-onset of disasters in the region, in close cooperation and coordination with the respective DWS Country Emergency Teams;
To support Country Programs in the regions to prepare and update emergency contingency plans and to support them with built-in surge and scaling up capacity;
To be responsible for training of emergency country-based teams and strategic partners, and ensure that they carry out their functions in a timely, coordinated, coherent, participatory and accountable manner;
To coordinate relevant and appropriate training as part of the LWF/DWS overall strategy for emergency response, capacity building, community participation and empowerment, staff development, training and exchange;
To support Country Program staff in all disaster preparedness and disaster risk reduction related issues, including LRRD;
To develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited emergency staff and/or existing emergency staff employed;
To provide leadership in the development and implementation of a regional emergency response strategy through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other relevant players/stakeholders;
To be responsible for the planning and establishment of any new emergency interventions in the region, and to ensure that these plans are established within the LWF/DWS (and ACT where appropriate) guidelines and the LWF/DWS Strategy for Emergency Response;
To ensure that project proposals, reports and other documentation relating to emergency matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines;
To make regular field trips to monitor, follow up and discuss important and practical emergency response matters with Country Emergency Teams in DWS Programs in South and South-East Asia, and to report back to the Regional Emergency Team Leader;
Competences & Personal attributes
Knowledge and understanding of a range of surge capacity, rapid response, humanitarian assistance, disaster risk reduction, LRRD and emergency relief dynamics and trends, including approaches and techniques to address difficult problems arising in these contexts;
Technical capacity and in particular the ability to analyze and articulate the rapid response and surge dimension of issues which require a coordinated LWF, ACT and UN response;
Ability to work in an organized and responsive manner under extreme pressure on occasion in a highly stressful environment following the deterioration of an existing crisis or the emergence of a new crisis;
Ability to plan own work and to manage conflicting priorities;
Knowledge of and experience in writing project proposals and experienced in conducting training on Emergency Response, DRR and LRRD and other surge mechanisms.
Qualifications & Experience:
EDUCATION: university degree in political science, international humanitarian assistance, social science, public administration, international studies or technical studies or related field in combination of qualifying relevant professional experience.
WORKING EXPERIENCE: A minimum of five (5) years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area. Working experience at the international level will be added advantage.
LANGUAGE: For this particular post fluency in English and Nepali (both oral and written) is required; Knowledge of languages of other South and South-East Asian countries is an advantage. Proven ability to write high quality reports and project proposals is required.
Security and Logistics Officer:
of the Lutheran World Federation, Department for World Service (LWF/DWS) at the South and South East Asia Regional Emergency Hub in Kathmandu/Nepal.
The Security and Logistics Officer shall be responsible to the Regional Emergency Team Leader and will be based in Kathmandu. His/her duties and responsibilities shall include the following:
Ensure that all staff engaged in the emergency response understand individual and collective (emergency and long term program staff) responsibilities for safety and security.
Develop adequate emergency plans (including evacuation) for the country/region of operation.
Liaise with the UN, embassies and other relevant actors to ensure appropriate security and evacuation procedures in place.
Ensure staff compliance with LWF Security Guidelines and local security plans, including training.
Monitor the operational environment with respect to increased level of threat and advise Emergency Hub and Country Program staff.
Keep the Hub and Country Programs advised of changes and threats to the security of LWF/DWS staff, assets and operations.
Ensure the establishment and maintenance of a functional procurement and supply chain management system.
Ensure timely and appropriate establishment of all logistics infrastructure (warehousing, transport, distribution) and associated operating, management, and monitoring systems.
Ensure that secure and reliable communications/information management facilities are established and maintained.
Qualifications & Experience:
EDUCATION: Minimum Bachelor's degree with major in political science, international humanitarian assistance, social science, public administration, or technical studies in combination of qualifying relevant professional experience.
WORKING EXPERIENCE: A minimum of five (5) years of progressively responsible professional experience in security and logistics management.
LANGUAGE: For this particular post fluency in English and Nepali (both oral and written) is required; Knowledge of other languages of South and South-East Asian countries is an advantage.
